This is the bullseye fairlead which was originally used on the Laser deck by the mast pot to guide the control lines back to the cleats.
Fairleads are typically positioned to redirect lines in a specific direction, such as changing the angle at which a line is pulled or controlling its path to prevent chafing or snagging.
